Supervisory Environmental Engineer

Responsible for planning and coordinating the design and construction of sanitation facilities construction activities. Performs project management tasks in all phases of construction projects, including:
initiating engineering studies, preparing project documents, monitoring funds, and assures that proper procedures and guidelines are followed. Responsible for preliminary engineering reports containing background information, project scope information, engineering design parameters and detailed cost estimates. Develops and reviews technical engineering bid packages including cost estimates, specifications and plan sets for construction. Supervises a combination of Environmental Engineers, Engineer Technicians, Construction Inspectors, and Administrative Support staff. BASIC REQUIREMENT(S):
A. Degree in engineering. To be acceptable, the program must:
(1) lead to a bachelor's degree in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics:
(a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. A combination of education and experience - college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics:
(a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering AND 1 year of professional engineering experience acquired under professional engineering supervision and guidance. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM
Qualifications:
This position will be filled at the GS-09 or GS-11, there is no promotion potential. GS-09:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
Designing new or improved sanitation facilities such as water and wastewater treatment facilities, water and wastewater pumping stations, sanitary sewer collection systems, water distribution systems, and water supply facilities; performing contract management and oversight of sanitation project requirements; evaluating sanitation facility designs and specifications to ensure conformance with project requirements and budget; and visiting construction work sites to inspect sanitation facilities. OR A master's degree in engineering or a related field OR equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to a master's degree in engineering or a related field OR A Bachelor's degree in an engineering program with Superior Academic Achievement AND 1 year of appropriate professional experience. One of the following three needs to be met for Superior Academic Achievement:
(1) Class Standing- upper third of the graduating class. (2) Grade-Point Average- 3.0 or higher out of a possible 4.0 as recorded on official transcript, or based on courses completed during final 2 years of curriculum; OR 3.5 or higher out of a possible 4.0 based on average of required courses completed in major, or required courses in major completed during the final 2 years of curriculum. (3) Honor Society Membership- election to membership in a national scholastic honor society. OR Completed a 5-year program of study of at least 160 semester hours leading to a bachelor's degree in engineering AND 1 year of appropriate professional experience. OR A combination of graduate level education in engineering or a related field AND specialized experience as stated above that meets all of the qualification requirements for this position. Only graduate education which is in excess of 18 semester hours can be used in combination with specialized experience to qualify for this grade level. GS-11:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
Conducting sanitation, feasibility and engineering studies by collecting, defining and analyzing requirements; providing engineering direction to comply with agency's priorities and goals; as well as the National Environmental Policy Act (NEPA) in implementing program policies; coordinating projects for construction of water, wastewater and solid waste facilities; served as the Engineer in Charge of the development, planning, design, construction and post construction activities; completing surveys to collect field data using levels, GPS, total station and other miscellaneous digital data collection equipment and have the ability and experience to utilize PC and CADD (Autodesk Civil 3D) software to download/upload field data and integrate with modeling software for completion of facility designs and drafting digital drawings. OR A Ph.D. or equivalent doctoral degree in engineering or a related field or 3 full years of progressively higher level graduate education leading to a Ph.D. in engineering or a related field. OR A combination of graduate level education in engineering or a related field AND specialized experience as stated above that meets all of the qualification requirements for this position. Only graduate education which is in excess of 36 semester hours can be used in combination with specialized experience to qualify. Supervisory Abilities:
This is a supervisory position, in addition to the qualification requirements described above, must have demonstrated in their work experience or training, that they possess, or have the potential to develop, the qualities of successful management, as required for the position. You must meet all qualification requirements within 30 days of the closing date of the announcement.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
